Each year the Wilbanks Foundation administers a number of scholarships in accordance with agreements with donors who establish the endowment. While specific terms of those scholarships vary, they all must meet the general guidelines established for Hilliard A. Wilbanks Scholarships.

The Sergeant T. C. DeVore scholarship was established in 2013 by the DeVore family. The scholarship follows the general guidelines of all Wilbanks Foundation scholarships, with the additional stipulation that the recipient attend either The Citadel in Charleston, South Carolina, or The Virginia Military Institute in Lexington, Virginia.
The $1,000 annual scholarship is awarded once each four years and follows the same cadet through his or her college career. The scholarship is currently awarded to Skyler Toney who is attending VMI. The next time the scholarship will be awarded will be 2017.
